Occupational health and safety (OHS) is a paramount priority at IRPC, recognizing its potential to cause adverse impacts, including fatalities, within our operations.
Inadequate safety measures can lead to accidents, directly endangering the well-being and human rights of our employees and contractors. Moreover, such incidents can extend beyond our operating sites, posing environmental and community risks such as chemical leakages and accidents. Consequently, we are committed to maintaining robust OHS practices to safeguard our workforce and mitigate potential risks to the environment and neighboring communities.
In our commitment to fostering a safe and healthy work environment, IRPC has implemented an Occupational Health and Safety Management System (OHSMS) through the Operational Excellence Management System (OEMS) framework. This system has been put in place to ensure compliance with legal requirements and to address recognized risk management and management system standards and guidelines e.g. TIS18001:2554, ISO45001 :2018, etc.
The scope of our OHSMS encompasses all employees and workers whose activities are directly or indirectly controlled by our organization. This includes both on-site and off-site workers, contractors, and subcontractors. We have taken a comprehensive approach to ensure that all aspects of our operations are covered by our OHSMS, with clear protocols and procedures established to mitigate risks and hazards effectively. Any exclusion from the scope of our OHSMS are thoroughly assessed and justified, with the goal of ensuring the highest level of safety for all individuals involved in our operations.
IRPC have standardized our occupational health and safety management, focusing on competency development and safety awareness of our employees and contractors by integrating digital technology into process improvement. This effort facilitates access to occupational health and safety data, which are be interpreted more efficiently, enabling all employee to make more careful and informed decisions. This also promotes positive working environment by sharing knowledge of occupational health and safety to create safety culture and enhance the availability and reliability of production’s equipment to achieve Safety Excellence organization.

We have launched a Role Model practice by appointing the Occupational Health and Safety Management Committee, spearheaded by senior executives (Vice Presidents and above) who are responsible for communicating the OHS Policy, issuing occupational health and safety goals and direction, guiding implementation, and reviewing performance to maintain continuous improvement in workplace safely and ensure compliance with international safety standards.
IRPC prioritizes safety across all facets, encompassing personal, process, and transportation safety. Utilizing high safety standards, we strive for a zero-accident workplace and foster a strong safety culture among employees and suppliers. Our unwavering commitment includes embedding safety into every work process, setting targets of zero accidents and emergencies for all workforce and contractors. We also extend this commitment to our suppliers by integrating occupational health and safety as key aspects in the supplier code of conduct. Furthermore, IRPC has established a formal process for health risk assessment and provided employees the authority to “stop work if unsafe” in the procedure manual. This enables employees to stop work in dangerous situations or when there is a risk of danger. It allows employees to remove themselves from unsafe working conditions and environment without being penalized.
Quality, Security, Safety, Occupational Health, Environment and Energy Management Policy (QSSHE)
IRPC is committed to providing excellence in quality, security, safety, occupational health, environment and energy management system sustainably. Management at all levels is responsible for implementing the operational controls which aims to achieve the company’s objectives and targets by encouraging all levels of employees to participate in policy implementation, be a role model and provide adequate support to maintain and improve the quality, security, safety, occupational health, environment and energy management policy in every process of operations. The management policy is performed under the Operational Excellence Management System (OEMS) framework.
IRPC has appointed the Safety Occupational Health Committee (SHE), which comprises of equal numbers of representatives from the management and workers, with a vocational safety officer acting as the committee secretary. The committee is responsible for deliberating policy and safety management plan, taking part in assessing and identifying risk, supporting safety promotional activities, as well as monitoring performance and presenting mitigation measures through monthly meeting. Other committees are also appointed, include, IRPC Management Safety & Occupational Health Committee (MANSAFCOM), Department Safety Committee (DEP.SC) in order to manage occupational health and safety issues as efficiently as possible.
IRPC has implemented the Integrated Database Management System to facilitate the aggregation of incident cases occurring within our plants. This system aids in the investigation of root causes, identifies hazards, and assesses risks associated with incidents. It also assists in determining corrective actions using the hierarchy of controls and identifying necessary improvements in the occupational health and safety management system.
In addition, IRPC applies PSM (Process Safety Management) and conducts the annual plant safety risk assessment against TIS/OHSAS 18001 for safety throughout production processes, which enables IRPC to maintain its satisfactory safety statistics. The internal auditor team was appointed and trained to ensure the competency of those people to conduct the PSM audit program. The audit results will be analyzed to develop the corrective and preventive actions development for continuous improvement.
SHE Excellence
The Safety Excellence Project nurtured safety awareness, promoted safety leadership, and trained workers to help and warn one another. IRPC conducts the Safety Excellence Assessment to review and improve the process in order to prevent and reduce potential risks, promote occupational health and safety, and establish a corporate safety culture. In 2020, IRPC outlined new criteria for the SHE Excellence Award which consist of 5 different levels ranking from Bronze, Silver, Gold, Platinum, and Diamond.
Safety Culture
IRPC promotes its safety culture by devising policies and implementing various activities such as Behavior Safety Management (BSM) which encourage employees to report the unsafe conditions and unsafe behavior including recommendations on safety practices. Various safety culture projects, such as the Goal Zero Accident Project, are conducted to embed safety culture in workplace throughout all operational process.
Safety training is provided for all employees, contractors, and workers, and guidelines are given to supervisors, who must treat contractors as if they were IRPC employees. Finally, an inspection team was appointed to strictly audit conformance to safety rules. Once incidents happen, IRPC will appoint an investigation panel to identify causes, turn them into knowledge, and transfer such knowledge to employees to prevent recurrences. Safety journals and behavior records are regularly prepared and publicized.
IRPC conducted a safety culture assessment using interviews, questionnaires, observations, and review of documentations with a final goal of achieving a proactive safety culture measured based on SHE Culture Score with a scale of 5 levels. IRPC outlines a long-term target of achieving a generative behavior organization with a SHE Culture Score of 4.20 in 2025.
In addition to its commitment on the safety issues, IRPC also foresees the importance of healthy lifestyles promoting among employees. For this reason, IRPC has started “Good Health Starts Here” Project to help IRPC’s employees in different health issues, such as employees whose Body Mass Indices (BMI) are higher than the standard, by providing free healthy lunches such as organic vegetables and chili pastes, providing healthy snack in the meetings such as fruit, herbal juice, etc. As well as providing facilities and exercise equipment for employees.
IRPC developed a Health Performance Indicator Score (HPI), established by the Safety, Occupational Health and Environmental Management department at IRPC. The Health Performance Indicator Score (HPI) assesses the health of IRPC employees based on performance of various executed strategies. Such strategies are used to improve the health of IRPC employees through different health monitoring, training, and promotion programs including industrial hygiene and control of workplace exposures, first aids training, fitness for work assessment, and health surveillance.
